Monetary control was to move to the European Central Bank (ECB), which would set a single interest rate for the 11 countries. The four other members of the EU Denmark, Greece, Sweden and the U.K. were not adopting the euro, at least for the time being. The euro is scheduled to go into full circulation by the middle of 2002. Monaco, San Marino and Vatican City also use the euro. On January 1, 2002 Greece adopted the Euro. Euro coins have one common side and one national side. They can be used anywhere within the euro area, regardless of the country of issue. There are coins in denominations of €2, €1, 50 cent, 20 cent, 10 cent, 5 cent, 2 cent and 1 cent. There are 100 cent to €1.
There are three clear steps in the changeover to euro:
- Spring 1998 - December 31, 1998: The ECB was set up.
- January 1999 The transition period (January 1, 1999 - December 31, 2001): The euro is the legal currency in the euro zone. Conversion rates between the euro and the old national currencies were legally fixed on January 1, 1999. The ECB is responsible for setting one interest rate for the euro zone.
- The "dual circulation" period (January 1, 2002 - June 30, 2002): Euro banknotes and coins will be introduced in the euro zone on January 1, 2002. Between January 1, 2002 and June 30, 2002, both euro notes and coins and the old national currency notes and coins will be in use. (This will help everyone get used to the euro.) By June 30, 2002, old national banknotes and coins will be withdrawn from circulation. They will be able to be exchanged at banks for euro according to national arrangements.
